Welfare Reform and the Intergenerational Transmission of Dependence

We investigate the effect of welfare reform on intergenerational participation, using mother-daughter pairs in Panel Study Income Dynamics. find that a mother’s Aid to Families with Dependent Children/Temporary Assistance for Needy (AFDC/TANF) participation increased her daughter’s odds adult program by roughly 25 percentage points or more, but attenuated this transmission at least 50%. However, there is no diminution after when we consider wider safety net other outcomes. Daughters who grew up mothers AFDC/TANF were better off reform, substitution toward programs over generations.
